Virtual Private Network (VPN) access using the APN network

Can I use my VPN client while connected to the APN wifi hotspot?

No.

The APN must provide a filtered network / internet service to our partner libraries and in order to ensure this VPN access is disallowed from our Public PCs and on our free WiFi network.
