Does the APN Public PCs have screen magnification software installed?

Yes.  

Check Start | Programs | Magnifying Glass

Once Magnifying Glass is running you can use the keyboard shortcut CONTROL ALT G to switch off and on.

To change options including the zoom level and size right click the Magnifying Glass icon in the system tray (near the clock) and select options.

To close Magnifying Glass right click the Magnifying Glass icon in the system tray (near the clock) and select exit.
