Maybe.  You can use MP3 players that do not require additional software (drivers) to be installed. For example you should be able to plug in your iPod because iTunes is installed. 

Yes.  You can download, for example, .mp3 files and save them to your USB pen drive, your iPod (see iTunes), etc.  Please note not all MP3 players are supported on these PCs.  To listen to MP3s you can use iTunes, VLC or (by default) Windows Media Player.

Before downloading or copying music you should ensure you have the legal right to do so.

A good source for finding music online are music blogs.  HypeMachine and Elbo are web sites or aggregators that search music blogs for MP3s using RSS feeds.  Many artists also have MySpace pages which may include the ability to listen or download their music.
